Since August 9, 2021, obtaining a health permit has been mandatory in France so that the country’s citizens and tourists can access certain events and places.
However, since France only recognizes COVID-19 permits that have been issued by EU member states and many others that have been officially linked to an EU COVID-19 digital certificate, travelers arriving in France from the majority of third countries need to Transferring their vaccination certificates into the French health card.
The French authorities explained that “to allow non-EU citizens visiting France to use vaccination to access events and places where a health permit is mandatory, pharmacists can now issue a health permit equivalent to vaccines.”
Non-European citizens who want to obtain a French health permit must present their passport as well as the original certificate of vaccination, which must be submitted in paper format, TheSchengen.com reports.
Furthermore, the vaccination certificate must include detailed information about the holder, including last and first name, date of birth, name of the vaccine, date of vaccination, batch number, number of doses given, and the issuing country.
Aside from the above requirements, for third-country nationals to be eligible to transfer their COVID-19 card, their current vaccination certificate must indicate that they have been fully immunized against the virus with one of the vaccines accepted in France.

Non-EU citizens who have been fully immunized with Pfizer/BioNTech, Moderna, Janssen and AstraZeneca have a full vaccination schedule and can transfer their pass immediately without having to receive another dose.
On the other hand, those who have not been vaccinated with one of the above four vaccines need to meet special requirements.
People who have been vaccinated with Covishield need to take another dose of an EMA-approved vaccine in order to get a health clearance. Similarly, those vaccinated with Covaxin, Sinopharm and Sinopharm need to meet the additional requirements.
Once applicants have fulfilled all the specific requirements, the French Health Card can be obtained directly from various pharmacies across France. However, foreigners have to pay 36 euros to transfer their permit.
Health clearance can also be obtained for those who have recovered from the virus and those who have a negative test result taken recently.
After the health permit is issued, the document can be stored indefinitely in the TousAntiCovid app and presented digitally at places and events that allow access only to people who have been vaccinated, recovered or tested negative.
“Once the app is downloaded, the QR code must be scanned using the app to import it into the app. The authorities noted that it is also possible to take a picture of the health card of the vaccine equivalency issued by the pharmacist to keep a digital copy.
